| The Richland Observer, August 22, 1996 Choice Tattoos Would like to apologize to all our loyal customers who are expecting to see us at the 1996 Richland County Fair in September. We regretfully inform our friends, patrons and future clients of Choice Tattoos that we will not be attending the fair this year. It seems that after four years of tattooing at this fair, the Fair Board has suddenly become a “bit gun-shy” concerning tattoos due to State regulations becoming effective October 1st of this year. I, myself, am wondering where all the concern was before; well, my friends, it was and always will be in the hands of Michael J. Manning. I've been concerned, educated and dedicated from the very beginning to preserve and promote the safe art of tattooing in the State of Wisconsin.
